WEEK 11 OF 2019 LEGISLATIVE SESSION

We have had a lot of work this Crossover week. Crossover is the date during session by which bills from one house must be passed out that house and be read in the opposite house. It is a hectic and crazy week full of hearings, subcommittees, voting sessions. often long and multiple sessions in one day, and even weekend sessions. Additionally, the state operating budget was also voted and passed this week.

I am excited to say that even with all of this going on, three more of my bills have been voted out of the House.

 

HB1350-Property Tax Assessments - Conservation Property - Alteration of Definition

This bill which originated in Rules Committee, was heard in Ways and Means, voted out of committee and then voted out of the House all in the same week. Whew. The state of Maryland and some local/county governments offer land conservation programs in which the land owner sells or donates their development rights and places the property in permanent preservation. Most of the land in this program are farms. The landowners are still allowed to farm and live on the land.

When the landowners are no longer able to farm due to age, ability or other reasons, the state reassess the land at a tax rate equal to property not placed in conservation.  HB1350 redefines conservation property so that it includes property in these programs. This allows the property to remain at the same tax assessment value whether it is currently farmed or not.

HB841-Aquaculture - Submerged Aquatic Vegetation - Placement of Shellfish, Bags, Nets and Structures - The aquaculture SAV bill passed in the House and is awaiting a hearing date in the Senate.

HB477- Property Tax Credit - Public Safety Officer – Definition – The bill to add EMT/EMS personnel to the list of volunteer individuals permitted to apply for a tax credit has also passed in the House.

These bills join HB28 - Natural Resources - Shellfish Nursery Operations - Wetlands License Requirements in the Senate. It is exciting to see all of my bills be passed in the House.
